Little Rock School District takes steps to launch nonprofit education foundation.

Plans call for the education foundation to have a board of directors initially made up of individuals.

The foundation will adopt "a very personal campaign" for fund-raising, relying on word of mouth to seek donations rather than a paid staff.

The board is slated to vote on the matter at its Dec.

11 meeting.
